Ideally, he'd like Steve as a second-in-command alongside Lee, positioned to take over in his absence on missions or taken by BREW. But Steve hasn't been with the Watch all that long this time around yet. But he knows about his Meister ability, and that it'd be ideal to place Steve in some sort of command position. To that extent, he'd like to talk to Steve more about his leadership experience back home and see if he can at least make him a temporary zone lead, then promote him to second a little later, if he'd like.
