Franziska has been in Death City for a bit longer than Edgeworth, and among the people they know from home, they're DC's most constant guests and have seen so many of their friends/acquaintances/rivals/ghosts from the future and family come and go. At times he feels relieved, sometimes even thankful that he has someone he knows with him in this crazy place, but...then he'd have someone to look out for because, well, Franziska is his sister. Not a biological one, but still. He wouldn't know what to do if he lost her to a kishin egg or a witch or anything like that.
After all, they grew up under the same roof, learned from the same teacher, and became prosecutors. They're kindred spirits in that sense...she knows much of what he's been through and all. Even if Phoenix and Larry are Edgeworth's best friends, neither of them know what it's like to study prosecution the von Karma way. Neither of them have seen the...uh, better side of Manfred. AND NEITHER OF THEM WERE AROUND WHEN HE HAD THOSE NIGHTMARES FOR FIFTEEN YEARS.
So yeah. That's why Edgeworth wants Franziska to train and get a partner and become stronger, never mind if she becomes a Death Scythe before he becomes a three-star Meister (as if that matters to him). She can call him her rival as many times as she wants, whip him even (will she even break that habit one day? HE CAN HOPE BUT THAT'S A PRETTY FAR-FETCHED HOPE), he still cares for her. When she was kidnapped recently, he couldn't stop feeling guilty; if he had only been with her, he could have tried to do something. But nooooooo he was too busy getting captured and then getting saved.
He knows she's capable and can take care of herself, and he's proud of her and what she's done back home and here (especially with Agency work), but that won't stop him from always being concerned about her safety. Oh, and even though he's technically her boss, he knows better than to rub it in. Besides, what would he get from that, apart from a good whipping and a lot of De Nile?
